Suckler Welfare Scheme Payments

326. To ask the Minister for Agriculture, Food and the Marine if he will appoint a senior official in his Department to liaise with a person (details supplied) in County Cork, regarding back payments for suckling welfare grant, in view of the medical circumstances in the household; and if he will make a statement on the matter. An application was received from the person named to participate in the Animal Welfare Recording and Breeding Scheme for Suckler Herds. In applying for the Scheme the applicant undertook to complete all of the measures and to provide all of the data required for each of the five years of the Scheme. Five pre-weaning forms issued to the person named between 2008 and 2010 but as very little of the specified data was received the applicant was deemed to be not participating and was disqualified from the Scheme. There was no further contact from this person until September 2014 when a letter was received. A medical certificate was submitted but this did not provide sufficient grounds to overturn the decision.
