657. To ask the Minister for Transport, Tourism and Sport whether drivers who were previous holders of full licences will be exempted from the requirement to display novice driver plates when they pass their driving test; and if he will make a statement on the matter. [48071/14]

Where a person obtains their first full licence on or after 1 August 2014, they must display an N-Plate for two years.

In cases where someone was a full licence holder in the past ten years and their licence has lapsed, they may apply to renew that licence. If their licence has lapsed for more than ten years, they are treated as a beginner, and must obtain a learner permit. When they qualify, they will be required to display the novice plate as per the legislation.
