112. To ask the Minister for Environment, Community and Local Government the progress the new foreshore legislation particularly in view of the impact on seaweed harvesting, with reference to the rights, often found in land register folios, of seaweed harvesters and the rights of those harvesting for domestic use, traditionally working in this sector; and if he will make a statement on the matter. The Maritime Area and Foreshore (Amendment) Bill is included on the ‘A’ list of Bills in the Government’s Legislation Programme, as a Bill expected to be published in the period up to the beginning of the next Oireachtas session in mid - January 2015. It is not proposed to remove the requirement for seaweed harvesters to obtain a foreshore licence. My Department is awaiting advice from the Office of the Attorney General on how the provisions of the Foreshore Act interact with folio and other purported rights to harvest seaweed , which may exist in certain cases. This advice will inform any changes that may be considered in the context of the forthcoming legislation.
