To ask the Minister for Environment, Community and Local Government the reason his Department did not seek to utilise the provisions made in Article 9.4 of Directive 2000/60/EC of the European Parliament and of the Council establishing a framework for the community action in the field of water policy and which allows for member states to exempt domestic households from water charges; and if he will make a statement on the matter.
