To ask the Minister for Education and Skills the position regarding plans for a monument to commemorate the survivors of residential institutions; if a decision has to be made as to the location of the monument; if she plans to proceed with the project; and if she will make a statement on the matter. An Bord Pleanála refused planning permission for the proposed Memorial, which was to be integrated with the Garden of Remembrance, in November 2013. Subsequently, the Memorial Committee advised that the Journey of Light proposal was not transferable to another site as it is inextricably linked with the Garden of Remembrance. Neither did it consider that the Board's decision should be appealed. The Committee considered that any new competition should be open to conceptual and site specific proposals and that a central Dublin location be identified on a cost neutral basis with appropriate zoning.
My officials are consulting with the OPW and Dublin City Council in relation to the identification of a suitable central Dublin location as suggested by the Committee.
