To ask the Minister for Social Protection the options available in respect of a person (details supplied) in County Kildare who does not qualify for disability allowance, who cannot work due to injury from a tragic and severe accident, and who was previously in receipt of jobseeker's allowance; and if she will make a statement on the matter. The person concerned applied for Disability Allowance and this claim was disallowed. An appeal may be made against this disallowance. He may also be entitled to make an application for basic Supplementary Welfare Allowance (SWA) and in this regard the necessary application forms were issued to him on 14th November 2014, along with a request for the relevant supporting information. His eligibility will be assessed on receipt of this information. SWA is a means tested scheme and all household income is taken into account when assessing entitlement.
