Proposals for social housing delivery in an individual area are a matter in the first instance for the housing authority concerned, taking account of its statutory functions under the Housing Acts 1966 to 2014, national policies in relation to social housing and the financial resources available to the authority to provide social housing support. The Social Housing Strategy, which is being finalised taking account of the social housing measures announced in Budget 2015, will provide the basis for an enhanced approach to social housing provision in Ireland. The strategy, which I expect to finalise in the coming weeks, will contain clear measurable actions to be taken to increase the supply of social housing on a national basis.

Proposals for delivery of social housing at local authority level will be a matter for individual authorities in the context of the measures outlined in the strategy.
