1448. To ask the Minister for Education and Skills to set out the number of public sector employees under her remit who are subject to a freeze on their increment payment in 2014; and if she will make a statement on the matter. [35133/14]

The arrangements provided for under the terms of the Haddington Road Agreement regarding the deferral of increments of teaching and non-teaching staff paid on payrolls operated by my Department are outlined in four Circulars issued by my Department.

The details for primary teachers are outlined in Circular 32/2013 and in 05/2014 for post primary teachers. Circular 34/2013 outlines the position for special needs assistants and Circular 35/2013 outlines the details for caretakers and clerical officers.

In the case of Special Needs assistants, only staff who were employed prior to 1/1/11 and who are reaching the maximum of the salary scale or being awarded the long service increment will be subject to the 3 month deferral as all other points on the salary scale are less than €35,000.

The data as requested by the Deputy is being collated and I will arrange for it to be forwarded to him.
