To ask the Minister for Transport, Tourism and Sport the reason the Road Safety Authority refuses to allow someone who has passed their driving test to receive a licence because they do not have a valid permission to remain in the State; his views that there is a contradictory approach being taken on driving licences for the undocumented in the US and by the RSA here; and if he will make a statement on the matter. The operation of the National Driver Licensing Service is the statutory responsibility of the Road Safety Authority, and I have no power to intervene in individual cases.   

I can however advise that in order to receive a driver licence, certain criteria must be met by the applicant.  The criteria includes that the applicant must be normally resident in the State and must also meet certain identification requirements.

The approach being taken by the Department of Foreign Affairs with regards to driving licences for the undocumented in the US is a matter for the Minister for Foreign Affairs.
