To ask the Minister for Environment, Community and Local Government the way in which local authorities will provide support for municipal district mayors in a proportionate manner to cost-effectively reflect the rebalancing of duties away from county mayor toward municipal district level; if guidelines in respect of this have been issued; and if he will make a statement on the matter. New local government arrangements came into effect on 1 June 2014 and provide for a single county-wide executive with no separate corporate entities or duplicate administrative or organisational overhead within the county. Operational resources will be fully integrated and at the disposal of both the county and municipal district elements of local government. Deployment of these resources to support the position of Cathaoirleach at local authority level and Mayor or Cathaoirleach at municipal district level, implementation of policy decisions at both levels and performance of the functions and services of local government generally, will be a matter for decision locally in accordance with the provisions of the Local Government Reform Act 2014.
A wide range of material has issued to local authorities in relation to the new arrangements, including a circular providing clarification of certain matters in relation to the continued performance of civic roles in respect of municipal districts containing former city, borough or town councils during the remainder of 2014.
Further regulatory material together with statutory and other guidance will issue to local authorities, as required, on an on-going basis.
