To ask the Minister for Public Expenditure and Reform the guidelines in relation to Heritage Ireland sites and Office of Public Works managed national monuments and national historic properties and their obligations to the local communities which they are located in or near to; if there are guidelines to ensure that parklands which have historically been accessible to local communities may continue to be so under special access rights which also place care and protection obligations upon those who seek access; and if he will make a statement on the matter. I am advised by the Commissioners of Public Works that there are no guidelines, required by legislation or otherwise, of the kind referenced in the Question relating to national monuments, historic properties and parklands in the care and management of the Commissioners.
