To ask the Minister for Environment, Community and Local Government if there will be a cut-off date for qualification for the gratuity payments for defeated and retired county councillors; and if he will maintain the scheme in its present form for the duration of the council term 2014 to 2019. I refer to the reply to Question Nos. 365 and 398 of 9 July 2013 which sets out the conditions for gratuity payments to councillors who cease to be a member of a local authority. Once a gratuity becomes payable under the scheme, there is no cut-off date for qualification for the gratuity, or for the ex-councillor to seek payment. I have no plans at present to change the provisions of the Local Authority Members (Gratuity) Regulations 2002 to 2006.
