321. To ask the Minister for Public Expenditure and Reform the amount of moneys reallocated from the Department of Social Protection to other Departments in 2013 and 2014 including the size of the moneys; if the moneys arose from an underspend or from an increase in PRSI income; when the reallocation was made and to which Department. All moneys allocated to Government Departments are voted upon by Dáil Éireann. If there is an underspend it reverts to the Exchequer. Where a deficit arises there is a requirement for a supplementary estimate voted upon by Dáil Éireann. My Department cannot reallocate money between Departments; the only mechanism through which money can be reallocated is through a vote in the Dáil.

In 2013 expenditure by the Department of Social Protection was €10.8 million below that provided for in the Revised Estimates. PRSI income and appropriations in aid were respectively €209.4 million and €9.7 million above profile.
