To ask the Minister for Finance the reason a person who secured a mortgage from Irish Nationwide Building Society is not permitted to draw down the final portion of the agreed mortgage following the takeover by Irish Bank Resolution Corporation; if this constitutes a breach of agreement on IBRC's part; and if he will make a statement on the matter.
