Tenant Purchase Scheme Administration

151. To ask the Minister for Environment, Community and Local Government when details of the new tenant purchase scheme will be made available as local authority tenants are currently deprived of the opportunity to purchase their homes; when the new scheme will be open to tenants who wish to make an application; if he will introduce a new tenant purchase scheme as at present no such scheme exists; and if he will make a statement on the matter. The Government, on 17 December 2013, approved priority drafting of a Housing (Miscellaneous Provisions) Bill that will, among other things, underpin a new tenant purchase scheme for existing local authority houses along incremental purchase lines. I expect that the Bill will be enacted this year, following which I will prescribe in regulations the commencement date and the detailed terms of the scheme.

Having Searched many avenues on the wonderful WWW - There are no clear answers as to where and what types of property this scheme will apply to? Can someone please confirm that this scheme is still geared to be only applicable to "New Builds"??? Surely this will mean that prospective purchasers only route will be directed to the current ghost nama estates? Please can somebody let me know why this scheme only applies to "new builds" if in fact this is the case? and why and what rational was behind it not applying to older/second-hand properties. I've spent several hours searching for information on properties that may fall under this scheme in Limerick City and have come up with Zilch!! Can anybody please point me in the right direction?
