To ask the Minister for Environment, Community and Local Government if water is threatening to flood a private dwelling house and the local authority have sourced a solution which involves taking pipes/drains across the property of a third party so as to be drained into a river, do State agencies council/ Office of Public Works have authority to do so without the consent of the third party; and if he will make a statement on the matter.
