To ask the Minister for Arts, Heritage and the Gaeltacht if he is considering implementing the main points of the Bacon report on rural towns to encourage the refurbishment and modernisation of disused commercial premises in order that some commercial and residential activity in traditional town centres will be restored to correct the imbalance consequent upon the proliferation of shopping malls on the outskirts of these towns. The report referred to by the Deputy - “Assessment of Possible Fiscal Incentives in relation to the Built Heritage in Ireland’s Towns” -by Peter Bacon and Associates, Economic Consultants, was commissioned by the Heritage Council, which is funded by my Department. The report is a welcome economic analysis of the various types of fiscal incentives which could be applied to assist in the renewal of the built heritage of Irish towns. As such, it will be useful in ongoing consideration, in a number of Government Departments, of issues in relation to the protection of the built heritage and the sustainability of urban centres more generally.
