176. To ask the Taoiseach the total number of Bills that have been published by his Department since he was appointed Taoiseach; the number and title of those Bills which included a regulatory impact assessment in advance of publication; which regulatory impact assessments were published; the total number of promised Bills for publication; if he will list the bills which will include a regulatory impact assessment and which regulatory impact assessments will be published before publication of the Bill; and if he will make a statement on the matter. There was one Bill published by my Department since I was appointed Taoiseach.

The Thirty-second Amendment of the Constitution (Abolition of Seanad Éireann) Bill 2013, was published in June 2013, further to a commitment in the Programme for Government. A regulatory impact analysis (RIA) is normally required for all primary legislation but there are certain exceptions to this rule which are set out in the relevant guidelines. As the Bill concerned involved amending the Constitution for the purpose of abolishing the Seanad rather than significantly impacting on the regulatory environment a RIA was not completed in keeping with precedents for Bills of this nature.

Currently there is one Bill promised for publication.

Work is underway in my Department on the National Economic and Social Development Office (Amendment) Bill at the moment. The legislation and a regulatory impact assessment will be published in due course.
