As I have previously indicated, I have been engaged in the preparation of a General Scheme of a Children and Family Relationships Bill. I intend to bring my detailed proposals to Cabinet very shortly, with a view, subject to Government approval, to publication and consultation. I expect that proposals in relation to surrogacy and its legal status will be extensively considered in context of that consultation process.
