Waste Management Issues

198. To ask the Minister for Environment, Community and Local Government if he will provide a breakdown of the number of householders in receipt of a domestic waste waiver in each local authority area in the years 2008 and 2013; and if he will make a statement on the matter. [1903/14]

My Department does not collect the information sought. However, some local authorities, as part of the implementation of their respective regional waste management plans, have implemented measures in this regard; queries concerning any such measures are a matter for the relevant local authorities in the first instance. The preparation and adoption of waste management plans, and the regulation and enforcement of waste collection, are the statutory responsibility of the local authority or authorities concerned, and under section 60(3) of the Waste Management Act 1996 I am precluded from exercising any power or control in relation to the performance by a local authority, in particular circumstances, of a statutory function vested in it.
