267. To ask the Minister for Public Expenditure and Reform his plans to use the higher scale in each pay scale grade in the Civil Service to reward workers who excel at their job, rather than base it on seniority for a certain percentage of the grade; and if he will make a statement on the matter. While I am of the view that civil and public servants need to be incentivised properly in relation to promoting high performance and addressing underperformance, a substantial change is necessary to develop a high performance culture across the public service. In the event of any policy consideration of incentivised reward systems in the civil service concerning exceptional performance, the issue of previously introduced  payment reward arrangements could be expected to be taken into account in developing any new initiatives in this regard.
