To ask the Tánaiste and Minister for Foreign Affairs and Trade if he has had any discussion with the Spanish authorities in relation to human rights issues of Basque prisoners, especially in relation to alleged torture and in relation to those prisoners who are extremely ill; and if he will make a statement on the matter. Policy on the placement and treatment of a country's nationals in prison in the European Union is a matter for the democratically elected government and the relevant competent authorities in each Member State in accordance with domestic, European and international law, and, as such, it would be inappropriate for me to become involved in the matter in question. As I have stated previously, the Government continues to support and encourage all efforts that are aimed at securing a definitive peace in the Basque Country.
