In the first instance the issue should be raised directly with the relevant local authority in order to resolve the problem. However if the problem persists the Environmental Protection Agency (EPA) operates an environmental complaints service through which it will investigate environmental problems highlighted by members of the public including complaints in relation to drinking water and water pollution.
