Entitlement to the State pension (non-contributory) is subject to a means test. Items which count as means include cash income, including British pensions, the value of any property (excluding a person’s own home) and the value of any savings and investments.

The person concerned did not qualify for the State pension (non-contributory) as her means exceeded the current statutory limit. It should be noted that payment for a qualified adult on State pension (contributory) is also subject to a means test.
