I propose to take Questions Nos. 383 and 384 together.

Under the Water Services Act 2007, a property owner is only responsible for the maintenance and replacement of any water or wastewater pipes, connections or distribution systems within the boundary of their premises. Accordingly, a grant system for the replacement of leaking pipes outside a homeowner's property would not be necessary.
