316. To ask the Minister for Social Protection under what specific circumstances she allows rental costs as an allowance expense under the Community Employment Operating Guidelines; and if she will make a statement on the matter. [39425/13]

The Community Employment (CE) Operating Procedures (September 2013) sets out that the following are not allowable under CE Materials Claims:- Rent of Premises, except where acquired with DSP consent and not previously occupied by the Sponsor. From the 1st January 2014, rental costs will not be allowable under CE except if the cost is exclusively associated with the participants on the scheme. Where rent is allowed by DSP, the following details must be supplied before payment can be authorised:- Landlord's full name;- Landlord's home address;- Landlord's Telephone no./email address;- Landlord's PPS No. or Tax Reference Number (issued by Revenue);- Landlord's Tax Compliance Certificate (Copy);- Agent's full name (if applicable); and- Agent's address and telephone number (if applicable).
