To ask the Minister for Public Expenditure and Reform his plans to implement the recommendation in the OECD economic report to institute practices that are compulsory or routine in many other OECD countries, including online official information requests, automatic publication of administrative datasets and audit documents, and the declaration of liabilities in addition to assets by senior members of all Government branches; and if he will make a statement on the matter. The OECD Economic Survey Ireland has just been published. I have asked my officials to examine the recommendations relevant to my areas of responsibility to determine their merit and feasibility for implementation.
As regards a declaration of liabilities and assets by public officials in the context of ethical requirements, this is one of the recommendations in the Final Report of the Mahon Tribunal published in March 2012. As the Deputy is aware, my officials are undertaking a comprehensive review of the legislative framework for ethics with a view to developing an overarching legislative framework grounded on a clear and comprehensive set of principles. The recommendations made in the Final Report of the Mahon Tribunal are being considered in that context.
