247. To ask the Minister for Education and Skills the position regarding the outreach class in a school (details supplied) in County Leitrim; if he is satisfied that the building is suitable for the educational needs of the five pupils enrolled in this class; if he is satisfied that the other classes, management, including the principal and board of management are based in Sligo some 45 miles away; and if he will make a statement on the matter. I wish to advise the Deputy that the National Council for Special Education (NCSE) through its network of local Special Educational Needs Organisers (SENOs), is responsible for processing applications from primary and post primary schools for special educational needs supports. This includes the establishment of special classes in various geographical areas as required and the discontinuation of such classes where the need no longer exists. The NCSE operates within my Department's criteria in allocating such supports.

The NCSE, in conjunction with my Department, will liaise with the Patron body for the outreach class referred to by the Deputy, with regard to future management arrangements for this class. I also can confirm that the property occupied by the school is owned by Mayo, Sligo and Leitrim Education and Training Board, who are responsible for its upkeep, maintenance and insurance arrangements.
