To ask the Minister for Education and Skills the reason a Student Universal Support Ireland application ( details supplied) was refused on the basis of insufficient documentary evidence for an independent student, despite the fact that the applicant submitted a bank statement and correspondence from a Government Department for the relevant period, which is clearly within the regulations of the scheme. Officials in my Department have confirmed with Student Universal Support Ireland that in the case of the student referred to by the Deputy, an email was received from the applicant on 30th August 2013 requesting that his application be cancelled. SUSI issued a letter to the student on 19th September 2013 confirming cancellation of the application.

Officials in my Department have confirmed with Student Universal Support Ireland that the student referred to by the Deputy has been awarded a grant and an award letter issued on 3rd September 2013. In order to be eligible for the Special Rate of Maintenance Grant the reckonable income must include an eligible payment as listed in Schedule 2 of the Student Grant Scheme. SUSI have confirmed that no eligible payment was included on the student's application.
If an individual applicant considers that she/he has been unjustly refused a student grant, or that the rate of grant awarded is not the correct one, she/he may appeal, in the first instance, to SUSI.
Where an individual applicant has had an appeal turned down, in writing, by SUSI, and remains of the view that SUSI has not interpreted the scheme correctly in his/her case, an appeal form outlining the position may be submitted by the applicant to the Student Grant Appeals Board. The relevant appeal form is available to download from www.studentfinance.ie.
