436. To ask the Minister for Justice and Equality the procedures to be followed in the case of a person (details supplied) in Dublin 6W who has been resident here for 12 years and who wishes to make an application for naturalisation but who cannot obtain their original birth certificate; and if he will make a statement on the matter. Persons lodging an application for a certificate of naturalisation are required to provide evidence of their identity. This may be satisfied by providing a certified copy of the photo page of their national passport or a copy of their original civil birth certificate and a translation into English, if the certificate is in a language other than English or Irish.

In cases where the person has been unable to obtain a birth certificate and/or passport, they may submit evidence of this and alternative means of validating the identity of the person may be put in place. This is individually assessed in each case. In some cases, contact is be made with the relevant authorities in the person's country of origin in order to verify an applicant's identity.

The Deputy may wish to note that queries in relation to the status of individual immigration cases may be made directly to INIS by e-mail using the Oireachtas Mail facility which has been established specifically for this purpose. This service enables up to date information on such cases to be obtained without the need to seek information by way of the Parliamentary Questions process. The Deputy may consider using the e-mail service except in cases where the response from INIS is, in the Deputy’s view, inadequate or too long awaited.
