Appointments to State Boards

170. To ask the Minister for Public Expenditure and Reform the number of appointments made to State boards under his Department's remit since March 2011; the number of positions that have been advertised; the number of applications to the boards; the number of appointments to the board that were drawn from the applications; the current number of vacancies on each board; and if he will make a statement on the matter. In response to the Deputy’s question the following is a list of the number of appointments made to State Boards under my remit since March 2011:

** The Public Service Management (Recruitment and Appointments) Act, 2004 states that the Minister for Public Expenditure and Reform (in consultation with Minister for the Environment, Community and Local Government, the Minister for Health and the Minister for Justice and Equality) should appoint members of the Board of the Public Appointments Service.

The Board is meant to be representative of our client base. The majority of the board is therefore civil or public servants, nominated by the relevant Minister. There is also a union representative nominated by ICTU. The Minister for Public Expenditure and Reform reappointed the outgoing Chairman and the two external members were appointed because of their expertise in strategic change and public service recruitment respectively.

Two of the above appointments were replacements for two board members who resigned from the Board as a consequence of leaving their positions in the Public Service (i.e. CEO of the Public Appointments Service and National Director of HR in the HSE).
