16. To ask the Minister for Environment, Community and Local Government if he foresees a reduction in commercial water rates under Irish Water in view of the fact that the local authorities have been operating the polluter pays principle in relation to commercial water rates for many years and full cost recovery for the supply of water to commercial users; and if he will make a statement on the matter. The Government's Action Programme for Effective Local Governmentindicated that it would be reasonable to project a target for overall savings in the range €15 to €20 million per annum relative to 2010 expenditure figures as potentially achievable from changes in sub-county governance when the new arrangements have bedded down.Savings willarise from the elimination of parallel structuresincludingon costs associated with supporting 80 separate corporate organisations and the related duplication of functions and processes with the county council, and with the achievement of greater economies of scale and efficiencies within counties.
