Single Payment Scheme Applications

514. To ask the Minister for Agriculture, Food and the Marine when the balance of a single farm payment will issue to a person (details supplied) in County Kerry who is struggling with the current fodder crisis; and if he will make a statement on the matter. [22341/13]

An application under the 2012 Single Payment Scheme/Disadvantaged Areas Scheme was received from the person named on 12 December 2012 with accompanying medical evidence relating to the late submission (closing date for receipt was 15 May 2012).
Having considered the medical evidence, it was decided to accept the late application on an exceptional basis. Payment under the Single Payment Scheme issued on 18 December 2012.
Following the processing of a Single Payment Entitlements Trade application, a supplementary payment under the Single Payment Scheme issued on 21 February 2013. There are, therefore, no outstanding monies due in this case.

515. To ask the Minister for Agriculture, Food and the Marine the reason for the delay in issuing an agri-environment option scheme payment to a person (details supplied) in County Cork; when the payment will be made; and if he will make a statement on the matter. [22351/13]

The person named was approved for participation in the 2011 Agri-Environment Options Scheme with effect from the 1st September 2011 and full payment totalling €1,235.95 issued in respect of 2011.
Under the EU Regulations governing the Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System, must be completed before any payment can issue. Payments in respect of the 2012 Scheme year are subject to a similar administrative checking process which includes verification of capital investment through checks on receipts. During the checking process on the Capital Investment Claim issues were identified in relation to the claimed units for the Tree Planting Standard action which may result in a penalty being imposed. My Department is finalising its examination of this case with the intention of finalising the 2012 application at the earliest opportunity.
