61. To ask the Minister for Finance the cost to the Central Bank of Ireland for borrowing unused capacity from counterparts in the 17-nation currency bloc relating to ANFA assets to ensure that the Central Bank of Ireland’s holding of Irish Government bonds as part of the promissory note restructuring deal is not in breach of Article 123 of the Treaty on the Functioning of the European Union; if he will detail the total nominal amount of capacity the Central Bank of Ireland has for holding ANFA assets without breaching EU Treaty law; and if he will make a statement on the matter. The terms of the Agreement on Net Financial Assets and related issues is a matter for the Central Bank of Ireland and the ECB and not something that I can comment on.
