151. To ask the Minister for Environment, Community and Local Government if, as part of the Valuation Bill, he will consider instructing local authorities to ringfence the moneys received from pay parking and use these funds to provide a rebate to rate payers in order to ease the financial burden on businesses; and if he will make a statement on the matter. The Valuation (Amendment) (No. 2) Bill 2012 is a matter for the Minister for Public Expenditure and Reform. However, it is up to every local authority to determine its own spending priorities in the context of the annual budgetary process, having regard to both locally identified needs and available resources, including moneys received from paid parking. I have no plans at present to issue instructions with regard to income derived from parking fees.
