To ask the Minister for Agriculture, Food and the Marine if under his proposals for a variable greening based on each farmer's entitlements, the greening element will remain the same for all individual farmers throughout the life of the forthcoming CAP or if it will change as farmers' entitlements change under the common agricultural policy regime; and if he will make a statement on the matter. I propose to take Questions Nos. 1049 and 1050 together.

I can confirm that the proposal I made for partial convergence, that has now been accepted by the Council as an option in its general approach, assumes that the greening element is applied as a fixed percentage of the basic payment. Thus while it constitutes 30% of the national ceiling, it is applied proportionate to each farmer’s payment and converges at the same rate as the basic payment.
