To ask the Minister for Environment, Community and Local Government his views on whether third parties should be able to make submissions to An Bord Pleanala as part of the pre application consultation process between prospective applicants and An Bord Plenala regarding strategic infrastructure development; if he has any plans to introduce legislation to facilitate this; and if he will make a statement on the matter. I have no plans to amend planning legislation to provide for the making of submissions to An Bord Pleanála in connection with pre-application consultations regarding strategic infrastructure development. Submissions may of course be made by third parties after a strategic infrastructure application has been received.
