To ask the Minister for Public Expenditure and Reform in the context of the recent negotiations on a new public sector pay deal, if he will outline the way negotiations were conducted with representative bodies that do not for legal reasons have union status; and if he will make a statement on the matter. The Public Service (Croke Park) Agreement was an Industrial Relations Agreement negotiated and agreed between public service employers and the public service committee of the Irish Congress of Trade Unions as representatives of employees in the public service. For associations who are not affiliated to the Irish Congress of Trade Unions, a parallel process of discussion and negotiation was made available. Negotiations giving rise to the recent proposals for agreement made by the Labour Relations Commission were conducted on a similar basis. The proposals for agreement are available for consideration by all public service employees.

The Government as an employer does not negotiate on the terms and conditions of employment of public servants with bodies with no legal entitlement to do so or that are not recognised as having representation rights for any particular group.
