To ask the Minister for Public Expenditure and Reform the date on which he plans to publish the Houses of the Oireachtas (Inquiries, Privileges and Procedures) Bill, in order to facilitate a banking enquiry into the activities of banking institutions in respect of 2001 to 2012; and if he will make a statement on the matter. As the Deputy will be aware, I strongly support the objective of undertaking an effective and legally robust parliamentary banking inquiry. I wish to advise the Deputy that the Houses of the Oireachtas (Inquiries Privileges and Procedures) Bill 2012 is currently at an advanced stage in the drafting process and is expected to be published in the spring session.

As set out in the General Scheme of the Bill, published following its approval by Government on 31 October 2012, responsibility is assigned exclusively to the Houses of the Oireachtas to determine the requirement for a formal inquiry, the terms of reference of that inquiry and the procedural and organisational aspects of the inquiry.
