To ask the Minister for Education and Skills with regard to Student Universal Support Ireland the reason the basic supplementary welfare allowance is not allowable as a payment for means testing for the grant in view of the fact that it is a social welfare payment; and if he will make a statement on the matter. Persons in receipt of the supplementary welfare allowance may apply for a student grant. Assuming that students satisfy all of the relevant terms and conditions of the student grant scheme, eligible students on this payment qualify for the standard rate of grant. Tuition fees and the student contribution are also paid on their behalf where these arise.

The supplementary welfare allowance doers not qualify a student for the special rate of maintenance grant because it is considered to be a short-term payment.
