To ask the Minister for Education and Skills the steps he will take to ensure that literacy tutors working for vocational educational committees are given proper contracts of employment; if he will ensure that matters raised by tutors and their representatives regarding same are addressed to their satisfaction, namely contracts of indefinite duration, allocation of hours, sick pay and leave entitlements, administrative workload; and if he will make a statement on the matter. Adult Literacy services are funded by my Department through annual grants to Vocational Education Committees (VECs), which deliver the services locally. VECs employ staff to deliver adult literacy tuition and it is the VECs which are responsible for the terms and conditions of those staff and implementing them in accordance with employment legislation.
