Action Plan for Jobs

184. To ask the Taoiseach the 2012 targets set out for his Department for implementation of the Jobs Action Plan; if he will report on the attainment or otherwise of these targets; the reason targets were not met; the steps he is taking within his Department to create new jobs; and if he will make a statement on the matter. The Department of the Taoiseach co-chairs, with the Department of Jobs, Enterprise and Innovation (DJEI), the Monitoring Committee on Action Plan for Jobs 2012. The Department of Public Expenditure and Reform and Forfas are also members of the Monitoring Committee. at Committee has published three Progress Reports to date (available on the DJEI website) which show that the 160 measures due for completion in the first six months of last year under the Plan have been delivered and that 58 of the 67 of the measures due in Q3 of 2012 were delivered on schedule. The Fourth Progress Report detailing progress made on Q4 measures, as well as those described in the Action Plan as "ongoing in 2012", is due shortly. The Department of the Taoiseach has some responsibility in relation to two measures outlined in the 2012 Plan.

Firstly, regarding the approach to agreeing new structures to improve Coordination and Synchronisation of Regulation (Action 1.53) by Departments and Agencies, this measure was delivered on schedule in Q2. In April 2012 the Government agreed a cohesive approach to the overall regulation agenda across Government and confirmed the assignment of a number lead responsibilities with overall strategic coordination and work on economic regulation in general overseen by D/Taoiseach and progressed at Cabinet Committee level. The work on economic regulation is being informed by the Forfás study on sectoral regulators which is expected to be completed shortly.
