To ask the Minister for Public Expenditure and Reform the progress that has been made in relation to the implementation of recommendations arising from the Moriarty Tribunal; and if he will make a statement on the matter. [56535/12]

The second report of the Moriarty Tribunal (March 2011) contains one recommendation (62.15) directly relevant to my area of responsibilities that consideration should be given to the introduction of a discretionary or voluntary system to be assumed by positive election on the part of Office Holders within the meaning of the Ethics in Public Office Acts, 1995 and 2001, whereby they would permit their financial affairs to be audited by an inspector appointed by the Standards in Public Office Commission at any time during their period in office and for a defined period thereafter.
Following the publication of the Final Report of the Mahon Tribunal in March 2012, I announced a comprehensive review of how the existing ethics legislation should be reformed to ensure a single, comprehensive legislative framework grounded on a clear and comprehensive set of principles. In that context I will consider the appropriate approach to the implementation of all relevant recommendations of the Moriarty and Mahon Tribunals and expect to bring proposals to Government relating to the proposed new approach in the first quarter of 2013.
