To ask the Minister for Transport, Tourism and Sport in the context of the road haulage operator licensing system, if there is a list of approved persons or bodies that will provide a road worthiness for a tractor in order to meet the road haulage licensing requirements; and if he will make a statement on the matter. Any vehicle to be authorised under a Road Haulage Operator’s Licence needs to have all vehicle documentation in order, including motor tax, insurance, tachograph calibration, and certificate of roadworthiness. Certificates of roadworthiness are issued by the relevant Local Authority, which is also responsible for authorising the test centres that carry out roadworthiness tests.
