To ask the Minister for Transport, Tourism and Sport the reason the Exchequer estimates for 2012 as detailed in the Comprehensive Expenditure Report 2012 - 2014 originally allocated €1,231 billion for capital spending this year by his Department but end of November 2012 Exchequer returns now suggest that the annual capital allocation for 2012 is €961 million; and if he will make a statement on the matter. The Infrastructure and Capital Investment 2012-2016 Medium Term Exchequer Framework set out a capital allocation for 2012 of €1,231 million for my Department.  This was subsequently increased in the Revised Estimate for 2012 to €1,245.038 million.  This is the gross capital allocation.  The figure of €961 million refers to the net capital allocation after Appropriations-in-Aid of €284.038 million are taken into account.
