Teachers' Remuneration

To ask the Minister for Education and Skills further to Parliamentary Question No. 98 of 3 October 2012, regarding the Teaching Council list of 24 teachers (details supplied) registered in the further education sector and employed by County Cork Vocational Education Committee, if his Department issued any instruction, guideline or circular letter to County Cork VEC in relation to the payment of these County Cork School of Music teachers on the teachers' basic scale to include increments for their years of teaching service; and if he will make a statement on the matter. The Department publishes all current circulars on its website at www.education.ie.

An e-mail issued to the CEO of County Cork VEC on the 29 June 2009 which advised that the music provision provided by Cork County School of Music was not part of the VEC's Further Education remit and that the appropriate teacher qualifications were those pertaining to primary and second level provision. This was on the basis that the music provision was clearly targeted at those who were of an age where they are attending mainstream provision in primary and second level schools.

Teachers who are qualified for a post and registered with the Teaching Council of Ireland are entitled to be paid at the qualified rate of pay in accordance with circular 31/2011. Once a teacher is placed on the qualified rate of pay then they may access the schemes of Incremental Credit as outlined in Circular 29/2007 and updated by Circular 29/2010.

Unqualified teachers are remunerated at a point equivalent to the first point of the incremental salary scale and are ineligible for progression along the scale and the schemes of incremental credit.
