To ask the Minister for Education and Skills if he envisages any changes to the criteria that govern panel rights status for temporary part-time primary level teachers; and if he will make a statement on the matter. [44213/12]

The arrangements which were introduced for the current school year, 2012/13 for panel access for part-time teachers are set out in Department Circular 0012/2012 which is available on my Department's website. The panels set up in accordance with the arrangements set out in this circular are used for appointments to full-time permanent teaching posts but only where those posts are not otherwise required to facilitate the redeployment of surplus permanent and CID holding teachers. The circular also provides for a review of the operation of these arrangements with the relevant education partners in late 2012 to determine what adjustment, if any, is required for subsequent school years. The outcome of this review process will help determine the arrangements for the 2013/14 school year which will be published by my Department in due course.
