The Local Government (Charges) Act 2009, as amended, broadened the revenue base of local authorities by introducing a charge on non-principal private residences. The charge is set at €200 and liability for it falls, in the main, on owners of rental, holiday and vacant properties. There are currently no plans to amend the legislation governing the level at which this charge is set.

An independently-chaired Inter-Departmental Expert Group was established to consider the structures and modalities for an equitable local property tax to replace the household charge.

The Group recently submitted its report to me and proposals will be brought to Government as soon as possible. It will then be a matter for the Government to decide on the exact details of implementation taking into account the modalities involved including what decisions might be taken in respect of the NPPR. The Government has decided that the local property tax will be collected and administered by the revenue Commissioners.
