To ask the Minister for Education and Skills when the draft heads of the legislation to establish SOLAS will be published; and if he will make a statement on the matter. [43075/12]

Following the Government Decision to create SOLAS, an Implementation Group was set up to establish SOLAS. The objective of the Group is to drive the implementation process forward. This complex process includes the enactment of any necessary legislation.

The Heads of a Bill for the establishment of SOLAS have been approved by Government in April 2012. The Bill will, among other things, provide for the establishment of SOLAS, the dissolution of FAS and the transfer of FÁS training division to the newly formed Education and Training Boards. The Bill is being currently being drafted in the Office of the Attorney General and I expect to publish this legislation in the current Dáil session.
