Social and Affordable Housing Provision

To ask the Minister for Environment, Community and Local Government if the social housing element of part V of the Planning and Development Act 2000 is still in place; the number of houses that have come into the housing stock from that source by county since 2011; and if he will make a statement on the matter. The Government announced the standing down of all affordable housing schemes – including affordable housing delivered under Part V – in the housing policy statement published in July 2011. This did not affect Part V agreements for the delivery of social or affordable housing already entered into nor has the law relating to the operation of Part V changed since that time. However, the policy statement did indicate that a review of Part V of the Planning and Development Acts would be undertaken . That review is currently on-going and I expect the report to be delivered to me later this year. Any future changes to legislation governing Part V will be informed by that review. The social housing element of Part V of the Planning and Development Act 2000 has yielded 297 units in 2011 with 165 units in progress and 592 units proposed. The breakdown is available on my Department’s website at . Data in respect of 2012 are not yet available.
